To your concern, Holly, I think we could incorporate both. We could have the Air Nomad Organization (ANO hence forth because it's too long to type) just starting to act up - as in, attacking random Firebenders whilst disguised as Earth Kingdom people.
This could lead to the Fire Nation accusing the Earth Kingdom of attacking their merchants/civilians for no good reason. A war slowly brews.... the ANO conspires to make the Earth Kingdom and Water Tribe turn against the Fire Nation, but they could have difficulties with the Water Tribe... so on and so forth.
If the Avatar is missing currently, we could say that the lack of the Avatar to balance this all out and squash any growing feuds only increases the trouble brewing up.
